Istılahta ise yani fakihlerin nazarında Kabe-i Muazzamayı tavaftan ve Safa ile Merve denilen iki mevki arasında say etmekten ibarettir, ki bunu için haccın tam aksine muayyaen yani belirli bir vakti zamanı yoktur.Senenin her mevsiminde yapılabilir.Yalnız Arefe günü ile Kurban bayramının dört gününde yapılması mekruhtur.Ramazanı Şerifte yapılması ise menduptur.

Mekke’de kalınan süre içerisinde din görevlilerimizle birlikte Mekke’de bulunan Cennet’ül Mualla ,Nur dağı,Sevr dağı,Mina (şeytan taşlama yeri), Müzdelife, Arafat(cebel-i rahme), ziyaret edilecektir.Sonrada din görevlilerimizin belirleyeceği bir gün olmak üzere Jurane Mescidine gidilerek bir umre yapılacaktır.Son gün ise toplu olarak din görevlilerimiz eşliğinde veda tavafı yapılacakt
Medine havaalanına gelen umrecilerimiz yine Medinede bulunan görevlilerimiz tarafından karşılanıp işlemleri tamamlanıktan sonra lüks otobüslerle otellerine yerleştirilmek üzere götürülürler.Konaklamanın ardından ikinci gün sabah namazından sonra Peygamber Efendimiz(s.a.v),Hazret-i Ebubekir(r.a),Hazret-i Ömer(r.a),bulunduğu Harem-i Nebevi ve tüm sahabenin bulunduğu Cennet-ül Baki ziyareti yapılacaktır.Uhud şehitliği,iki kıbleli mescit,yedi mescitler,Cuma mescidi ziyaret edilecektir.Peygamberimiz(s.a.v) buyurduğu gibi “Efendimiz(s.a.v)her cumartesi kuba mescidine yürüyerek yada binekli olarak gider ve orada iki rekat namaz kılardı.Kuba mescidinde kılınan namaz umre gibidir.”buyurmuştur.(Tırmizi) Kalan günlerde ise kırk vakit namazı tamamlama ve sohbetlerle meşgul olunacaktır.

“Safa ile Merve Allahın nişanlarındandır.Kim evi(Kabeyi) hacceder, yada ömre yaparsa onları tavaf etmesinde kendisine bir günah yoktur.”buyurmuştur.
Yine Bakara suresi 196.ayeti kerimesinde mealen şöyle buyuruy
“Allah için haccı ve ömreyi tamamlayın.”buyurmaktadır
HADİS-İ ŞERİF
Efendimiz(s.a.v)şöyle buyurmaktadır:”Kim kabrimi ziyaret ederse onun için şefaatim vacip olur.”demiştir.
Diğer bir hadiste ise şöyle buyurmuştur:”Ölümümden sonra kim beni ziyaret ederse aynen hayatta iken ziyaret etmiş gibidir.”demiştir.
Peygamberimiz(s.a.v) umre ile ilgili olarak başka bir hadiste ise şöyle demiştir:”Ramazanda yapılan umre hacca eşittir.Yahut benimle beraber haccetmiş gibidir.”buyurmuştur.
